Operations and Service Manager at Älvsbyn Municipality

Do you want to lead an important part of Älvsbyn Municipality and be involved in strengthening and developing the municipality's operational and service functions? We are now looking for a driven and coordinating manager who wants to take overall responsibility for a broad and significant assignment.

Background

Älvsbyn Municipality is on an exciting development journey. In 2026, the assignments within the technical office, property management, and operational janitorial services will be moved into the municipal administration, assignments that are currently performed by Älvsbyns Fastigheter AB.

The change is the result of a review of the municipal group's organization and creates new opportunities to work efficiently and more cohesively. By consolidating the functions within the municipality's own organization, conditions are created for clearer governance and stronger financial monitoring.

The new structure also allows for even better coordination, more efficient use of facilities, and closer collaboration within the entire community building area, which in the long run strengthens both the operations and the service to the municipality's residents.

About the Role

As the Operations and Service Manager, you will lead an operational area with approximately 45 employees. Of these, 12 report directly to you, including two managers who are responsible for their respective units. The operational area is responsible for business development, technical office, property maintenance, janitorial services, cleaning, and catering.

Initially, a central task will be to build the organization and shape an operational area characterized by high quality, clear governance, and efficient resource utilization. You will drive change work, development, and monitoring of the operations' processes and ensure that the operations and service function becomes a clear and value-creating service partner to the municipality's other operations.

You will collaborate broadly, both within the municipality and externally. As the Operations and Service Manager, together with the other management, you have an important task to promote a strong business climate with good service, effective property and operational solutions, and collaboration with local businesses to contribute to a continued good business climate in the municipality.

In larger construction and property projects, you will act as the client in close collaboration with the community building area. You report to the municipal manager and are part of the municipality's management team.

Your Profile

We are looking for a confident, action-oriented, and development-focused leader with experience in operational, service, or property-related activities. We believe you have previously led teams or operations and have thereby built a good ability to create engagement, drive change, and translate strategy into practical work.

You enjoy collaborating with others and are skilled at building good relationships both within your own operations and in collaboration with other parts of the municipality and externally. You are confident in your role as a leader and dare to be clear when needed and can maintain direction and make decisions in a day-to-day that can sometimes be complex. You are a present and supportive leader who creates trust, engagement, and development among your employees. You are skilled at communicating and can express yourself professionally in both speech and writing.

As a person, you are analytical and have the ability to see the connections between operations, finance, and operational benefits.

We would prefer that you have a relevant academic education, but you may also have acquired knowledge in other ways and through practical experience. Experience from a municipal or politically governed organization is a plus but not a requirement.
